Establishing links with neighbors through  shared activities and contacts creates a caring  community.  Neighborhood associations, block parties, street-wide tag sales and litter clean-up days are a means of getting together.  The residents of a street that care about each other and about their street will also better maintain a safe environment -- whether it be regarding crime or whether it be to stop speeding vehicles.
